There are two developed countries that stayed out - USA and Australia. USA because they say it will hurt their economy and Australia because it is worthless unless USA accepts it.
For a while, Kyoto was blocked due to Russia refusal to join, however, Russia recently accepted the terms.
The primary purpose of the pact is to reduce the emissions of carbon dioxide and other gases that scientist say are causing global warming.

I would say that the USA is being thought of as not a good world citizen right now. Not only does the USA use a lot more resources per person than most (if not all) countries, but then act like they don't need to abide by this treaty.
One thing that is intersting in Costa Rica is there is an environmental tax on every liter of fuel - and this is used to help protect forest and encourage planting more.
Also, Costa Rica has a fund called FONAFIFO which provides payments to offset emissions - I think this fund was setup by the Dutch originally.
