I think nobody is ready to sell the jatropha seeds for oil production purposes, price-wise. However, you will get plenty offer if you are prepared to buy them for seedling purposes. Is there any difference whether you will use them for oil production or for seedlings? Yes. Seeds peddlers normally will charge up to 100 times higher price, when they know you will use them for plantation. (This happens in Indonesia, where "normal" seeds price is, at least, IDR 50,000 a kilo, whereas the government prescribed IDR 500/kg for oil production purposes).
When asked about this discrepancies, seeds peddlers will say that it is a wrong time to start producing oil. Everybody just want to have the seeds to grow.
